The Tech-type is a Pokemon type that has become more prominent, more efficient, and more widespread to trainers of all kinds with time. So to speak, Tech-type Pokemon are all artificially created Pokemon that are often built with a specific purpose in mind, with their moves being based off their own built-in weaponry. Thus, Tech-types are usually highly specialized, but not very versatile. They're the kind of Pokemon that is variable in function, but something you can rely on foran organized team.

Back then, there hasn't been a single confirmed Nuclear-type Pokemon on Earth, man-made or natural. The reason being for that is very obvious; there's too little radioactive matter on Earth to effectively create a functioning Pokemon, as a lot of Uranium and other radioactive elements were only recently discovered by mankind. Fakemons: Sound-Type Info
Sound-Type Pokemon were common all along. While it took us a VERY long time to admit their existence, they were aways with us in some shape or form. Especially considering how many of them were reclassified, when they stopped having properties of Normal-Type Pokemon.
In Layman's terms, they use sound to fight. Sound waves, or wavelengths of different frequencies, or moves that are coordinated with sound. Sorry to spam, but this was another set of ideas/abilities for cyber moves:
Encrypt (Status): Increases defense against attacks from all other enemies besides one (The pokemon]'s actions are encrypted)
Cold Boot (Status): User assumes all positive stat changes from the enemy at that point
Overclock (Physical, high priority): User moves faster than usual to deliver damage. Attack may burn the enemy, but may burn the user in strong sunlight (20% chance) or paralyze the user during rain (10% chance).
